(2) Monopoly over "legitimate" use of force. The law as institutionalized violence.

(3) A differentiated bureaucracy, autonomous from civil society. The state must have the capacity to extract resources, professionalize bureaucratic functions, and internalize a collective identity (ésprit de corps).
