Plan Colombia
- Sept. 1999: Clinton and Pastrana develop "Plan for Peace, Prosperity, and Strengthening of the State," $7.5 billion over 4 year period.
- Four goals: (a) advance the peace process, (b) strengthen the economy, (c) enhance drug control efforts, (d) promote justice system reform and human rights, (e) promote democratization and social development.
- June 2000: U.S. Congress approves a $1.3 billion "emergency supplemental" over two years, of which $750 million goes to training and equipment of Colombian Army counter-narcotics and other monies to "alternative development" program.
