San Martin is a small Caribbean island that has been ruled by a brutal dictator named Samuel Ribas. Ribas's government, which has been in power for over 25 years, has been notorious for human rights violations. Still, as a staunch opponent of Fidel Castro and a dedicated anti-communist, the U. S. supported Ribas with large allotments of military arms. In the post-Cold War era, the island's rich deposits of bauxite have provided additional justification for maintaining strong support for the dictatorship.

Now Ribas's rule is nearing an end. Although he has been successful in oppressing all civilian opposition, particularly student and labor groups, a revolutionary force originating in the highlands of San Martin has gradually weakened Ribas's army. The identity of the revolutionary leader is Humberto Bosch, a shadowy figure who some allege to have ties with drug smugglers in South America. Bosch's political ties are more ambiguous. His army is largely a volunteer force of intellectuals and peasants. Not much more is known.

As the twilight of Ribas's dictatorship nears, crucial choices are required of all actors involved.
