Political Science 263, European Political Economy Spring Term 2004

Simulation: European Union Bargaining (May 28, Friday; May 31, Monday; June 2, Wednesday (if needed))

Students will choose a country from those covered in the course plus Poland, a country that just recently joined the EU.

Each student will prepare a preference ordering for each of these countries in three different areas of EU policy that are included in the Wallace and Wallace volume: (a) liberalization and regulation (Chapters 5, 14, and 15); (b) social policies and labour markets (Chapter 10); or (c) regional cohesion and redistribution policy (Chapter 9). Students will become designated experts for each country in these areas.

Country members will meet before the simulation and iron out common positions to be upheld in the Commission, the Council of Ministers, and the Parliament through the codecision procedure. The group will organize itself in the following fashion:

Germany (1 members on the Commission, 2 members on the Council, (10 QMVs, 2 EMPs)

France (1 member on the Commission, 2 members on the Council (10 QMVs, 1 EMPs)

The Netherlands (1 member on the Commission, 1 member on the Council (4 QMVs, 1 EMP)

Spain (1 members on the Commission, 1 members on the Council (8 QMVs, 1 EMP)

Sweden (1 member on the Commission, 1 member on the Council (3 QMVs, 1 EMP)

Poland (1 members on the Commission, 1 members on the Council (8 QMVs, 1 EMP)

The simulation will begin by introducing an issue that affects one or more of the policy areas covered by the experts. The students will run these issues through the codecision procedure.
