Political Science 263, European Political Economy                          Spring Term 2004

                                                 SECOND PAPER ASSIGNMENT

Select a member country of the European Union that you have studied or even represented in the EU simulation. Take on the responsibilities of a AEurocrat@ from that country and select a Directorate General of the Commission for which you will work.

Prepare a policy position paper for your commissioner arguing on behalf of a reform in EU policy. Specify why the country you are analyzing would benefit from your proposed reform and how it might help the European Union as a whole.

Be sure to specify, in four sections of your paper:

(1) The problem that current EU policy fails to address.

(2) The proposed reform and how it would work.

(3) How your country benefits.

(4) How the EU benefits.

I suggest that your first paragraph outline the major points and that you structure the rest of your paper along these lines.

Support your arguments with references to the Wallace and Wallace book, the Katzenstein (Tamed Power) chapters, and the country-specific materials in the course. You might want to utilize the country folders on reserve. All supporting sources should be cited using endnotes. No bibliography is required but if you include one, it will not be counted against the page limits. This paper may be 6-8 pages in length. It must use12 cpi font, one-inch margins, and must be paginated.

I encourage you to form small groups to plan out your strategy for composing this final writing assignment. I will set aside some time for a discussion section regarding this assignment.
